During the October 5 Quebec provincial election, voters in the northern riding of Ungava—which includes nine Cree communities and 14 Inuit communities—faced significant registration hurdles and language barriers, resulting in a low voter turnout of 27.7 per cent compared to 66.9 per cent province-wide. Residents such as Charles J. Hester and Roy Neacappo were turned away or forced to spoil ballots because they were missing from electoral lists and had not received mail notices prior to election day. Élections Québec spokesperson Julie St-Arnaud Drolet explained that mass-mailed household documents were sent exclusively in French due to mandates under the province's Charter of the French Language, specifically noting that requests for exemptions under Section 22 to provide materials in English or Indigenous languages were repeatedly denied by the government.
